Web 2.0 Style two Side Background, Dark to Light Effect

This is a demo page. We use two divs and two background images for left and right. And we use background-position attribute of css especially to align the right background to right of page. Dont forget to tell browser how bg should repeatet. Even if the page is resized, we have the same effect on the display. Demo and More

High tech design/ layout rules

Each time when I try to create a web template, it takes very long time but at the end I have nothing; because I can not decide which background/color should I use. Or height and width of blocks/boxes... I have same problem for font-size, family and color. Another issue is right software. I can use Adobe Photoshop, Paintshop, Gimp etc, but I dont know what to use for good quality themes. Can anyone recommend an article or website about this subject?
