High tech design/ layout rules
Each time when I try to create a web template, it takes very long time but at the end I have nothing; because I can not decide which background/color should I use. Or height and width of blocks/boxes... I have same problem for font-size, family and color. Another issue is right software. I can use Adobe Photoshop, Paintshop, Gimp etc, but I dont know what to use for good quality themes. Can anyone recommend an article or website about this subject?

Eye-friendly nice to read, big-enaugh fonts and background combination
Nobody will search half hour click 100 times for a page, make all findable!
Robots/Crawler will never crawl texts over images/flash-animations/java-applets or embed in javascripts.
Nobody wants to print your full background or advertisement areas. Too small or light font colour annoy!
Make site-search avaliable for your visitors. At least use Google site search.
Not everybody using high-speed adsl/dsl internet. Think that some visitors coming over 56k modems or wap like slow connections. Noone will wait 10 minutes for a page to load.
Let users remember your site easily(Use a unique design for logo+header area of your site)
Never use ajax!
clients without javascript and search-engine-bots cannot pull content from ajax
