Drupal fieldset default expanded not collapsed

"Attached images" is collapsed by default, when a user goto node/add page to create a node under Drupal 6. Result is some users do not know how to attach images to nodes. They are just too lazy to click on that "attached images" link to expand the fieldset. I want to make it expanded by default using css or javascript, if possible without writing a custom module in PHP for this small job. Thanks for your tips.
